Organize a common standard disability identity data using the information management system on disability as a basis to target people with disabilities to promote the protection services and development for people with disabilities.

Provide identification cards to persons with disabilities, so that they are enabled to receive equitable and inclusive services in compliance with the policy of the Royal Government of Cambodia.
The Ministry of Social Affairs, Veterans and Youth Rehabilitation has led the development of programme implementation mechanisms with participation of relevant ministries, institutions and sub-national administrations, particularly the communes and sangkats responsible for interviewing persons with disability to identify disability in the information management system.
