Under your wise control of one of the US states, to win you need to free all states from opponents.
At the beginning of the level, you should attack the unoccupied states, accumulate troops and send them to the states that have not yet been liberated.
If the enemy has too much army in one state compared to any of your states, you can select several states under your control and deal a crushing blow to the enemy.
